Body
The applicant is requesting a Conditional Use Permit (CUP) to operate a minor reception facility within a 4,480-square-foot suite in an existing multi-tenant building. According to the applicant, the facility would accommodate reservation-only events such as weddings, parties, quincea?eras, anniversaries, seminars, and corporate events, with a maximum capacity of approximately 200 people. The proposed use is the applicant's first reception facility business and has already signed a lease with the shopping center's landlord.

While minor reception facilities are allowed in General Retail zoning, a CUP is required in this situation because the proposed minor reception facility is within 500 feet of a residential district. The facility will be approximately 57 feet from the nearest residential neighborhood. All activities will occur indoors and by reservation only, and no outdoor gathering areas are proposed. The facility will be subject to the Mesquite Zoning Ordinance (MZO) requirements for reception facilities, including limits on operating hours, security, on-site supervision, surveillance, alcohol, and cleanup. The applicant is aware of these requirements and is not requesting any modifications to the MZO operational requirements for reception facilities.
