This authorization will allow the City of Mesquite to purchase 48-gallon trash carts for new and existing residents who choose to purchase a trash cart and recycling cart as part of the City’s residential solid waste and recycling program. The total bid amount of $499,069.00 spans a two-year period, which results in a higher cumulative cost than the annual projected budget of $278,260.00. Securing pricing for a two-year period ensures price stability and provides the flexibility to meet the housing market and the corresponding demand for new carts.

Although the total bid exceeds the annual budget amount, a significant portion of the cost is offset by revenue from the sale of trash carts. When a new resident establishes a water account, a trash cart is provided at cost, and those revenues help fund the ongoing replacement and expansion of the cart inventory. This cost-recovery model reduces the net impact on the General Fund while ensuring adequate cart availability for residents.

Financial Implications

Funding for this item will be provided through revenue generated by the City’s Cart Program.
