Title

Conduct a public hearing and consider an ordinance amending the City Code by making a Mesquite Zoning Ordinance Text Amendment, ZTA No. 2026-05, thereby revising Appendix C (Mesquite Zoning Ordinance), by making additions and deletions to certain sections in Parts 3, 4, and 6, all for the purpose of adding and/or revising regulations for car washes, and other general updates related thereto, including, but not limited to, permitted uses, development and operational standards, parking requirements, and definitions.

Body

Staff proposes a comprehensive Zoning Ordinance Text Amendment to update the City's regulations for car washes. The amendment establishes a more comprehensive framework governing where and how car washes may develop and operate, including revised permitted-use requirements, use-specific development and operational standards, parking requirements, and definitions.

The amendment also requires a Conditional Use Permit for car washes in certain nonresidential districts, prohibits car washes within the TERRA Overlay District, and establishes standards addressing residential and car wash separation, vehicle stacking and circulation, access, buffering and screening, noise, lighting, hours of operation, wastewater and drainage, and site maintenance.

Recommended/Desired Action

Following the public hearing, staff recommends approval of the ordinance.
