On September 19, 2022, Resolution No. 33-2022 was approved by the City Council authorizing an Interlocal Agreement (ILA) with Dallas County for participation in the Dallas Area Household Hazardous Waste Network (DAHHWN). The ILA contained an annual renewal provision for a maximum of four additional one-year terms (five years total), which will expire on September 30, 2025. The proposed resolution authorizes the City Manager to execute the new ILA, which revises the term of the contract and sets budget limits for Fiscal Year 2025-26.
The DAHHWN operates a Home Chemical Collection Center at 11234 Plano Road in Dallas, where residents of member cities can drop off household hazardous waste such as paint, pesticides, motor oil, other automotive fluids, pool chemicals, batteries, etc. The collection of household hazardous waste is a required component of the management plan of the City's Storm Water Pollution Protection Permit, which is issued by the Texas Commission on Environmental Quality (TCEQ). TCEQ requires this collection of household hazardous waste to allow citizens to turn in these materials for proper disposal rather than potentially releasing these wastes into the storm drain system. City staff considered several options for meeting this stormwater permit requirement and determined that participation in DAHHWN is the least expensive option. The City has been a member of DAHHWN since its inception in the early 1990's.
Financial Implications
For FY 2025-26, funds are budgeted in the Storm Water and Texas Pollutant Discharge Elimination System Operating Budget for participation in the DAHHWN.
