Funding was allocated in 2020 to construct the City’s first skatepark located within the Westlake Sports Center.  Due to the unique requirements of a skatepark facility, the project was divided into two separate scopes - Construction of the skatepark and surrounding site improvements.  On November 6, 2023, American Ramp Company was awarded Bid No. 2023-046 to construct the skatepark portion of the project.  The additional site improvements to integrate the skatepark into the existing Westlake Sports Center need to be performed by a General Contractor.  These improvements include perimeter security fencing, spectator plaza and viewing area, sidewalks, shade structures, lighting, irrigation, and landscaping. 

 

Bid documents were broadcast through the Periscope Holdings electronic bidding system, posted on the City’s website, and advertised in the Daily Commercial Record newspaper.  Four responses were received and scored utilizing the established Best Value evaluation criteria.  PBS Construction, LLC, received the highest score with a proposed a cost of $297,737.14. The project is anticipated to be complete in the Fall 2024.

 

Financial Implications

Funding for this project is available through proceeds from the Balch Springs land sale and the 4B Mesquite Quality of Life Corporation.

 

Recommended/Desired Action

Authorize the City Manager to finalize and execute a contract with PBS Construction, LLC.
