Evans Recreation Center, located at 1116 Hillcrest Street, was constructed in 1966. The building entry is the original paving of decorative exposed aggregate finish and has reached the end of its useful life. The surface is failing and despite repair attempts, has become a safety hazard with exposed rebar and trip hazards. The scope of work includes removing the top layer of the porch and replacing it with a concrete slab. The project also includes installing The Americans with Disabilities Act (ADA) required safety railing along the elevated areas of the porch.
Bid documents for the construction services for this project were broadcast through the Periscope Holdings electronic bidding system, posted on the City’s website, and advertised in the Daily Commercial Record newspaper. Four responses were received, however, one was incomplete and identified as non-responsive. The remaining three were scored using the established Best Value evaluation criteria. JM Management LLC received the highest score. The contractor proposed a cost of $199,425.64 with a construction duration of 60 calendar days. This price is within the amount budgeted for this component of the project. Completion is anticipated in late Summer 2024.

Funding for this project is available through the Mesquite 4B Quality of Life Corporation.

Staff recommends the City Manager be authorized to finalize and execute a contract with JM Management LLC dba JM Construction Solutions.
