This project consists of the reconstruction of ~220 linear feet of retaining wall, up to four feet in height, along with the associated sidewalk on Pioneer Road.
On the morning of March 5, 2026, the retaining wall on Pioneer Road collapsed as a result of significant rainfall that occurred on March 4-5. Due to the potential risk of injury to citizens, the necessary construction work was expedited as an emergency repair and awarded to Concord Commercial Services, Inc.
Bid notices were broadcast through the BidNet Direct electronic procurement system, posted on the City’s website, and published in the Daily Commercial Record newspaper. A total of five responsive bids were received. Staff has reviewed the bidder’s qualifications and recommends award of the base bid to low bidder Concord Commercial Services, Inc., in the amount of $188,184.70.
Financial Implications
This project is budgeted from the Capital Budget with funds allocated for Street and Alley Maintenance.
Recommended/Desired Action
Staff recommends the City Manager be authorized to finalize, execute and ratify a contract with low bidder Concord Commercial Services Inc.
