Title

Authorize the City Manager to finalize and execute Change Order No. 1, to Bid No. 2024-126, Mesquite to Crandall Water Line Connector Project, with BRCT, LLC, dba Black Rock Construction, in the amount of $470,039.96.

 

Body

Bid No. 2024-126, Mesquite to Crandall Water Line Connector Project, was approved by the City Council on October 21, 2024, in the amount of $5,137,596.00. This Change Order will result in an increase of $470,039.96 to the overall construction cost for a total amount of $5,607,635.96.

 

There are five components of the change order:

 

1.                     Cost to bore an 18-inch water line rather than open cut placement due to conflict with Heartland Development storm sewer lateral and new concrete pavement.

2.                     Cost for Supervisory Control and Data Acquisition (SCADA) system integration associated with the new meter vault.  Was to be included as part of lump sum item. However, contractor did not include in original bid.

3.                     Increased cost of restoration due to new development in Heartland after the design and bidding of the water line.

4.                     Installation of a radio communication tower equipped with a Samcro SAM970 Yagi antenna.  It consists of earthwork for foundation and site preparation, construction, and commissioning of the radio communication link.

5.                     Cost associated with additional 18-inch water line quantities, additional 3-inch water line tie-in, and various minor cost overruns in concrete driveways, tree removal, and test holes.

 

Financial Implications

Funding for this project has been allocated with Water and Sewer Funds.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to execute Change Order No. 1.
