Conduct a public hearing and consider a resolution approving an Economic Development Agreement and TIRZ No. 2 Reimbursement Agreement between Paul S. Carroll, Jr., the City of Mesquite, a Texas home rule municipality, and the Board of Directors of Reinvestment Zone No. 2, City of Mesquite, Texas (Towne Centre) (TIRZ), for the construction of improvements to 215 West Main Street, Mesquite, Texas, and for the granting of certain economic development incentives and TIRZ reimbursements and authorizing the City Manager to execute all documents necessary in connection therewith.

In support of the City Council's vision for downtown redevelopment, Towne Centre TIRZ No. 2 contains a line item for economic development incentives as an approved TIRZ expenditure. Public participation is needed to bring key older buildings up to current development standards in order to attract catalyst and targeted businesses to the historic downtown area.
The long-standing family-owned Carroll building in Downtown Mesquite recently underwent fa?ade renovations on 215 West Main Street and the connected adjacent building, 217 West Main Street, as a project of the City's existing Fa?ade Grant program. The owner's representative, Sue Carroll, has since actively marketed the two side-by-side spaces for lease to potential targeted tenants. The aged construction of the space needs code modernization, causing prohibitive cost to the owner for the construction of a firewall between the two addresses. The firewall is required to meet City codes for public safety between the two buildings to accommodate the target types of businesses desired for downtown redevelopment.
The building owner requests sharing the cost of the firewall with the City with the intent to continue marketing the spaces to Downtown advisory board-driven targeted businesses (such as restaurants and attractions) now and in the future.
