A resolution ordering a Special Election on November 4, 2025, for the purpose of submitting a proposed tax rate that exceeds the voter-approval tax rate for the 2025 tax year.

Texas Tax Code § 26.07 provides that if the City Council adopts a tax rate that exceeds the voter-approval tax rate, the registered voters of the City at an election held for that purpose must determine whether to approve the adopted Tax Rate and that the City Council shall order that the election be held in the City on the uniform election date prescribed by Texas Election Code § 41.001 that occurs in November of the applicable tax year.

THIS IS A TAX INCREASE
Approving the ad valorem tax rate of $0.730000 per $100 valuation in the City of Mesquite, Texas for the current year, a rate that is $0.025308 higher per $100 valuation than the voter-approval tax rate of the City of Mesquite, Texas, for the purpose of increasing staff for the police department and fire department, increasing funding for roadway construction and maintenance, enhancing city-wide services and competitive pay for public safety personnel. Last year, the ad valorem tax rate in the City of Mesquite, Texas was $0.690000 per $100 valuation.
It is necessary that the City Council order a Special Election to be held on November 4, 2025, for the registered voters of the City to determine whether to approve the adopted tax rate for tax year 2025.
Recommended/Desired Action
Staff recommends approval of the resolution.
