Authorize the City Manager to finalize and execute a contract with Motorola Solutions for the Managed Detection and Response (MDR) and Endpoint Detection and Response (EDR) cybersecurity hardware for the P25 Public Safety Radio System for the term of October 1, 2026, through September 30, 2033, in the amount of $280,218.00.

The City of Mesquite utilizes the Motorola Astro P25 Land Mobile Radio (LMR) system to support mission-critical public safety communications. To maintain systemwide cybersecurity protection, Motorola has proposed Managed Detection and Response (MDR) and Endpoint Detection and Response (EDR). The City of Mesquite is a member of the Garland, Mesquite, Rowlett, and Sachse (GMRS) Regional Radio System, and this hardware and software are required across all participating infrastructure cities.
Motorola’s MDR service provides monitoring of radio network security information by specialized cybersecurity analysts with extensive experience working with ASTRO 25 mission-critical networks. This service includes full 24/7 monitoring provided by Motorola’s Security Operations Center (SOC).
Motorola’s EDR service is software installed on individual servers, workstations, and consoles to detect malicious activity on specific hardware devices.
Motorola Solutions has applied the State of Texas DIR-CPO-5433 contract pricing and discounts to this proposal.
The agreement is for seven years, with the first three years dedicated to platform migration and four years for maintenance and support.
Financial Implications
Funding for the P25 Radio system maintenance contract is available in the Information Technology Department operating budget.
