Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Parkhill, Smith & Cooper, Inc., for an offsite Sanitary Sewer Main (FM 740 / North of IH-20) in the amount of $872,255.58.

This design contract involves the sanitary sewer main from the connection point downstream of Talia Phase 1 (21-inch main), extending approximately 7,400 linear feet across Interstate Highway 20 to the high point near FM 740 and IH-20. The project will include updates to the existing sanitary sewer study, survey services, and preparation of a geotechnical engineering report.
The proposed offsite sanitary sewer main is intended to support future retail and commercial development along FM 740 and in the area north of IH-20. Adequate sanitary sewer capacity does not currently exist in this area, limiting interest in development and constraining the City’s ability to attract retail projects. This project will provide the utility backbone needed to spur economic development, expand the City’s retail base, and support long-term growth.
In addition to design services, the contract includes bid-phase and construction-phase support to assist the City throughout project advertisement, contractor procurement, and construction.
Financial Implications
Funding for this project has been allocated with Water and Sewer Funds.
Recommended/Desired Action
Staff recommends the City Manager be authorized to finalize and execute a Professional Engineering Services Contract with Parkhill, Smith & Cooper, Inc.
