State law requires publishing special notices and conducting a public meeting before adoption of a tax rate if the proposed tax rate does not exceed the lower of the no-new-revenue tax rate or the voter-approval tax rate. The no-new-revenue tax rate is generally defined as the tax rate that would produce the same amount of property tax revenue as last year based on the value of the same properties listed on the tax rolls. The City's estimated no-new-revenue tax rate is $0.673273 per $100.00 of assessed valuation. The voter-approval tax rate is the highest tax rate that may be adopted before triggering an automatic election. Staff recommends that the proposed tax rate be set at the voter-approval tax rate of $0.654018 per $100.00 of assessed valuation as calculated by the Dallas County Tax Office.
Although there is no statutorily defined procedure for the Council to follow in determining the proposed tax rate, this item will set the proposed tax rate by record vote for publishing the required statutory notice for the public meeting on September 8, 2026. The Council will adopt the tax rate following the public meeting on September 8, 2026 (no public hearing is required when the proposed tax rate does not exceed the no-new-revenue tax rate or voter-approval tax rate).
