A resolution authorizing the City Manager to finalize and execute a Grant Agreement with the Texas Department of Transportation (TxDOT), Aviation Division, for the design and construction of a taxi lane and apron area in the amount of $2,259,000.00.

 

Body

The design portion of this project was originally approved by the City Council on October 7, 2024.  However, the Texas Department of Transportation (TxDOT) is requesting a resolution supporting the design as well as the construction of this project.

 

In 2021, the U.S. Congress passed the Infrastructure Investment and Jobs Act (IIJA) which included dedicated funding for the Mesquite Metro Airport.  These funds must be dedicated towards an eligible project, through the Texas Department of Transportation (TxDOT) Aviation Division, before September 2025.  The City of Mesquite intends to use these funds to design and construct a taxi lane and apron area on the north end of the Mesquite Metro Airport.  This project will help with future development of large box hangars and allow the airport to accommodate future aircraft demand.  Design is scheduled to start May of 2025 with Construction scheduled to begin in Fiscal Year 2026.

 

Financial Implications

The Airport Capital Budget for FY 2025 includes the necessary funds for the City’s portion of the design.  This is a 95/5 grant with the City’s portion estimated at $12,950.00.

 

The construction will occur in FY 2026 with an estimated cost of $2,000,000.00.  The City’s portion of for the construction will need to be approve in the FY 2026 budget.  This is a 90/10 grant with the City’s portion being estimated at $200,000.00.

 

Recommended/Desired Action

Staff recommends approval of the resolution.
