Title
Conduct a public hearing and consider an ordinance for Zoning Application No. Z0826-0461, submitted by WRA Architect on behalf of Mesquite ISD, for a change of zoning from Agricultural to Agricultural with a Conditional Use Permit to allow the expansion of an existing public school located at 2300 Mesquite Valley Road.
(No responses in favor or in opposition to the application have been received from property owners within the statutory notification area. The Planning and Zoning Commission recommends approval.)

Body
The applicant is requesting a Conditional Use Permit (CUP) to allow an expansion of BJ Smith Elementary School, located at 2300 Mesquite Valley Road. The project is part of the voter-approved 2025 Mesquite ISD Bond package and includes a one-story, 9,200-square-foot addition with six additional classrooms, a storm shelter, restrooms, and service/support areas. On-site improvements will also include upgrades to the electrical system, chillers, boilers, and fire alarms, along with select architectural renovations and a new playground.

The Traffic Management Plan provided by the applicant indicates that the school does not experience recurring spillback onto adjacent streets. While the school does not currently utilize double-stacked queuing, this could be implemented if the student population increases in the future. The current enrollment of 510 students is approximately 78 percent of the future design capacity, and the school is not expected to reach 658 students in the near term. Based on the current enrollment and anticipated operations, the available on-site queuing capacity is considered adequate. The City’s Traffic Engineering Division will continue to monitor traffic conditions as enrollment and school operations change.

On September 28, 2026, the Planning and Zoning Commission voted 7-0 to approve the request.

Recommended/Desired Action
Following the public hearing, City staff recommends that the City Council take action.
