Conduct a public hearing and consider an ordinance for Zoning Application No. Z0525-0401 submitted by Thomas Forbes, Gemumori Games, LLC., for a change of zoning from Commercial within the Town East Retail and Restaurant Area (TERRA) Overlay District to Commercial within the TERRA Overlay District with a Conditional Use Permit (CUP) to allow a coin-operated game room, located at 2156 Town East Mall (parcel address 1800 North Town East Boulevard).
(No responses in favor or in opposition to the application have been received from property owners within the statutory notification area. The Planning and Zoning Commission recommends approval with certain stipulations.)
Body
The applicant is requesting a Conditional Use Permit (CUP) to operate a coin-operated game room within Town East Mall, as required by the Mesquite Zoning Ordinance for such uses in the Commercial Zoning District. The proposed coin-operated game room will occupy a 1,962-square-foot tenant space and feature 28 interactive and skill-based machines, including claw machines, capsule toy dispensers, and arcade-style games. Prizes will consist of plush toys and collectibles themed after popular franchises, such as Disney, SpongeBob, and Pokémon, with games designed to appeal to a wide range of ages, including young children. The game room will operate during the mall’s standard hours, from 11:00 a.m. to 8:00 p.m.
On July 14, 2025, the Planning and Zoning Commission recommended approval of the request by a vote of 7-0 to approve the Conditional Use Permit to allow a coin-operated amusement game room as a permitted use.
Recommended/Desired Action
Following the public hearing, staff recommends that the City Council take action.
