A resolution authorizing the adoption of the City of Mesquite Hazard Mitigation Action Plan.

In 2025, the City of Mesquite began the revision process of the City’s Hazard Mitigation Action Plan (HazMAP). The goal of the City of Mesquite HazMAP is to identify and recommend projects and programs that when implemented, would eliminate, minimize, or otherwise mitigate the vulnerability of the people, property, and economic vitality of the community to the impacts of future disasters. The fundamental purpose of the plan is to guide, coordinate, and facilitate the efforts of the City’s departments, partner agencies and organizations, and individuals participating to collectively work at making Mesquite a safer and more resilient community.
An important step in securing approval of the plan by the Federal Emergency Management Agency (FEMA) is to have community involvement. Staff has conducted outreach activities to include the input of residents in the planning process. Multiple community surveys were distributed throughout the community through social media.
Adoption of the HazMAP with the various mitigation strategies that were identified does not create a mandate for the City to implement or fund strategies. Staff will seek funding opportunities from Hazard Mitigation Planning Grants (HMPG) and Pre-Disaster Mitigation Grants (PDM) from FEMA.
The City of Mesquite has been proactive regarding mitigation that has resulted in a safer community. Some examples of past projects include adoption of the 2023 National Electrical Codes to improve new structure safety and drainage projects recently completed on Skyline Drive, South Parkway, Lee Street and McWhorter Park.
Recommended/Desired Action
Staff recommends approval of the resolution.
