The brush grinding in this contract converts the brush and yard waste received at the Mesquite Compost Facility into compost and mulch. While this material is available to Mesquite residents at no charge, it is also sold commercially, which provides a source of revenue for the City of Mesquite. In Fiscal Year 2023-24, the Mesquite Compost Facility generated revenue in the amount of $1,369,953.92 from the sale of compost and mulch and disposal fees from incoming yard waste. This contract assumes the processing of approximately 250,000 cubic yards of brush and yard waste. The amount of brush to be ground will be determined by Height x Width x Length.

The contract references a lease agreement for a portion of the compost facility to be negotiated between the vendor and the City within a 120-day period after Council's approval of the contract. If the parties secure the lease agreement during this time frame, then the term of the contract will change to 10 years, with two five-year renewal options.

Bid notices were broadcast through the BidNet Direct electronic procurement system, posted on the City's website, and published in the Daily Commercial Record newspaper. Two responses were received and scored using the established evaluation criteria. LETCO Group, LLC dba Living Earth received the highest score with a proposed cost of $475,000.00.
