A resolution authorizing acceptance of the Fiscal Year 2024-2025 Homeland Security Grant Program and execution of the Sub-Recipient Agreements with the Office of the Governor, Texas Homeland Security - State Administrative Agency, for $30,000.00, designating the City Manager as the official representative of the City in connection with the grant and authorizing the City Manager to take all actions and execute all documents with the State of Texas Department of Homeland Security.

 

Body

The City of Mesquite participates in regional emergency response through supporting Special Weapons and Tactics (SWAT) teams through the North Central Texas Council of Governments (NCTCOG).  The purchase of this communication equipment will allow individual tactical officers to coordinate and converse with other team members using their issued police radios. During operations, SWAT requires fail-safe levels of communication and hearing protection. Outfitting the Mesquite SWAT with sufficient operational communications equipment will enhance the capability of team members during coordinated and complex terroristic attacks, hostage situations, and other criminal activity by allowing for real-time, secure communications between members while on-scene. This equipment has been identified as a state and national priority.

 

The HS-Homeland Security Grant Program (HSGP) is a single-year Homeland Security Grant to cover Fiscal Year (FY) 2024-2025. The State will participate in the amount of $30,000.00. The City of Mesquite is not required to supplement or match funding for this grant. Subsequent costs of the maintenance and repair of resources purchased through this grant will be addressed by the City of Mesquite.

 

Recommended/Desired Action

Staff recommends approval of the resolution.
