The purpose of this contract is to reconstruct approximately 1,250 linear feet of City-owned screening walls along Faithon P. Lucas, Sr., Boulevard and Clay Mathis Road. This project will include replacement of various precast concrete panel sections, corresponding sidewalk and pedestrian ramps.
This project is anticipated to begin August 31, 2026, and to be completed by December 2026.
Bid notices were broadcast through Bidnet Direct electronic procurement system and published in the Daily Commercial Record newspaper. A total of two responsive bids were received. Staff has reviewed the qualifications and recommends award of the base bid to Niyam, LLC.
Financial Implications
The contract will be funded with 2026 Certificates of Obligation.

Staff recommends that the City Manager be authorized to finalize and execute a contract with Niyam, LLC.
