Authorize the City Manager to finalize and execute a Professional Services Contract with KFH Group, Inc, to develop a Transit Development Plan in an amount not to exceed $137,088.00.

The City of Mesquite desires to engage the KFH Group to develop a Transit Development Plan (TDP). The TDP will serve as a strategic roadmap to guide the City’s transit and mobility investments, evaluate existing transit services, and identify opportunities to enhance connectivity, accessibility, and efficiency for residents over the next five years.
The plan will include a comprehensive assessment of current transit conditions, community engagement efforts, evaluation of service gaps and needs, and development of short-, mid-, and long-term recommendations to support future growth and mobility demands within Mesquite. The study will also evaluate opportunities to strengthen regional connectivity, improve access to employment, education, healthcare, and retail destinations, and ensure long-term financial sustainability of transit services.
The KFH Group will work collaboratively with City staff, STAR Transit, stakeholders, and the community throughout the planning process. Deliverables will include data analysis, service scenarios, implementation strategies, performance measures, and a final Transit Development Plan for consideration and adoption by the City Council.
Financial Implications
Funding is provided by a Federal Transit Administration (FTA) grant. No local funding match is required.
