Authorize the City Manager to finalize and execute a contract with Pipeline Analysis, LLC, to update the Sanitary Sewer Master Plan in the amount of $624,910.00.
Body
The current Wastewater Master Plan was completed in 2011 and has been the Department’s reference for proposed upgrades and recommended sizing for wastewater mains. An update to the Master Plan is needed in order to update the model based on the improvements that have been made the past seven years as well as to incorporate changes in land use plans, zoning, annexations and changes in ETJ boundaries, and other changes that affect required system capacity since that time.
The scope of work includes the following tasks:
1. Temporary flow and rainfall monitoring: This is essential in order to calibrate the model
2. Updating existing model with construction completed since previous model
3. Updating population projections
4. Model calibration
5. Model current scenario and ultimate scenario
6. Develop list of system improvements needed
7. Prepare updated Sanitary Sewer Master Plan
Staff selected Pipeline Analysis, LLC, from the short list of firms selected for water/wastewater projects in the last general RFQ the department issued. Pipeline Analysis, LLC, completed the last update to the Mesquite Sanitary Sewer Master plan, has the staff expertise and equipment to perform the flow and rainfall monitoring and has an excellent reputation in the field of master planning.
Financial Implications
This project will be funded through Water and Sewer bonds.

Staff recommends the City Manager be authorized to finalize and execute a contract with Pipeline Analysis, LLC.
