A resolution authorizing the City Manager to finalize and execute an Interlocal Agreement between the City of Mesquite, Mesquite Independent School District and Dallas College for the Use, Renovation, Operation and Maintenance of the pool at Eastfield Campus.

Dallas College approached the City of Mesquite and Mesquite ISD about the opportunity to utilize the existing pool at Eastfield Campus for community purposes. After review of the pool facility, it was determined that an enclosure could be constructed to make the pool an all-weather facility.
The Interlocal Agreement outlines the responsibilities of the City and Mesquite ISD for the construction, operation and maintenance of the facility. Mesquite ISD will fund and oversee all construction for the facility. The City will be responsible for ongoing maintenance and operation of the facility. The primary use of the facility will be for the Mesquite ISD swim team for practice and meets. The City will schedule all other uses including fitness classes and reservations of the facility. Dallas College has agreed to allow access to a locker room facility that is adjacent to the pool for changing rooms and restrooms to serve the users of the pool.
The term of the agreement is for 25 years with four additional 5-year renewal terms. The cost of operation of the pool, including staffing is approximately $200,000.00 per year and will be offset by user fees.
Mesquite ISD estimates construction to take approximately 12 months with the pool being ready for use by September 2023.

The financial impact of this project is estimated at $200,000.00 per year.
