Ratification for the total expenditure of $1,340,652.00, without competitive bidding, for the emergency repair and replacement of the sewer trunk line that serves Peachtree Plaza and authorizing payment to North Texas Contracting, Inc. for such repairs.
Body
On or about November 10, 2023, the underground sewer main under Gross Road collapsed, creating a void under the pavement that risked pavement failure and endangered the motoring public. As a result of this emergency, the City of Mesquite hired North Texas Contracting, Inc., to make the repair.
While repairing the collapsed sewer, the contractor identified a 24-inch water line in conflict with the sewer. To make the repairs in accordance with standards set forth by the Texas Commission on Environmental Quality (TCEQ), the contractor was required to raise and reroute the 24-inch water line.
This sewer line replacement also met the exemption requirements for emergency projects under Section 252.022(a)(2) of the Texas Local Government Code, “a procurement necessary to preserve or protect the public health or safety of the municipalities residents.”
Financial Implications
The City’s cost of $1,340,652.00 was paid out of the Water & Sewer fund balance.
Recommended/Desired Action
Staff recommends approval of the ratification.
