Title

Consider an ordinance determining the population of the City of Mesquite, Texas, to be 158,412 as of October 1, 2026.

Body

This ordinance will designate the official population of the City of Mesquite, Texas, to be 158,412 as of October 1, 2026.  The population figure is provided by the North Central Texas Council of Governments (NCTCOG).  It is necessary to determine the minimum number of police officers based on a ratio of 1.6 officers per 1,000 in population, as required by Article III, Section 24(a), of the Mesquite City Charter, as amended.

Additional Information:

1.                     US Census (April 1, 2020):  150,108

2.                     NCTCOG Estimate (January 1, 2026):  158,412

3.                     Number of sworn police officers of all classifications required by City Charter:  254

4.                     Number of sworn police officers of all classifications authorized in the Fiscal Year 2026-27 budget is 264, which is 10 more than the Charter requires.

5.                     Future population growth needed before police officer Charter provision requires an additional authorized police officer position:  5,964, which would be fiscal year 2031 based on the current population growth rate.
