Consider appointment of three Regular Members (Position Nos. 1, 3 and 5) and one Alternate Member (Alternate No. 1) to the Capital Improvements Advisory Committee for terms to expire December 31, 2027, and two Regular Members (Position Nos. 2 and 4) and one Alternate Member (Alternate No. 2) for terms to expire December 31, 2028.

Due to recent changes in State law, the City must reconstitute the Capital Improvements Advisory Committee (CIAC) by appointing new Regular and Alternate Members. State law no longer permits the Planning and Zoning Commission to serve as the CIAC. Instead, at least 50 percent of the Committee's members must be representatives of the real estate, development, or building industries who are not employees or officials of a governmental entity. In addition, at least one member must reside within the City's extraterritorial jurisdiction (ETJ). The remaining positions may be filled by regular or alternate members of a City board, commission, or committee serving as ex officio members.
The CIAC has the following responsibilities related to the City's impact fee program:
(1) Advise and assist the City in adopting land use assumptions.
(2) Review the capital improvements plan and file written comments.
(3) Monitor and evaluate implementation of the capital improvements plan.
(4) File semi-annual reports with respect to the progress of the capital improvements plan and report to the City any perceived inequities in implementing the plan or imposing the impact fee.
(5) Advise the City of the need to update or revise the land use assumptions, capital improvements plan, and impact fee.
(6) Provide other impact fee advisory services as directed by the City Council.
