Conduct a public hearing and consider an ordinance for Zoning Application No. Z0521-0196, submitted by Lori Lusk of Kimley-Horn and Associates, Inc., for a change of zoning from Agriculture to Planned Development - Single-Family Residential to allow a 235-lot single-family residential subdivision, located at 2400, 2402, 2404 and 2800 Mesquite Valley Road.

Body

The applicant proposes development of a residential subdivision consisting of 235 lots with minimum width of 40 feet. The base zoning for the Planned Development would be R-3, Single-Family Residential. The applicant proposes less setback in front and rear property lines than is typical in R-3 zoning and a minimum lot size of 4,400 square feet.  Minimum dwelling size would be 1,500 square feet.

 

Each lot would require a minimum of one tree in the front yard. Trails and sidewalks would be provided throughout, including links to the future Copeland Park. Trees would be provided along Mesquite Valley Road, specific fencing requirements are included and a homeowners’ association will be required.

 

On July 26, 2021, the Planning and Zoning Commission voted 5-0 with one abstention (Felix) to approve a change of zoning from Agricultural to Planned Development - Single-Family Residential.

 

Recommended/Desired Action

Following the public hearing, staff recommends approval of the ordinance.
