Title
An ordinance amending Chapter 2 of the City Code to update the political contribution limitations based on the changes to the Consumer Price Index and providing a penalty in accordance with Chapter 1 of the City Code.
Body
On November 16, 2020, the City Council adopted Ordinance No. 4824 limiting and regulating political contributions in City elections. The Ordinance established initial contribution limitations of $500.00 per person or contributing member of a political committee per City election to a single member district candidate and $3,000.00 per person or contributing member of a political committee per City election to a single candidate for election of Mayor.
The ordinance requires the limitations be modified each year with the adoption of the budget to increase or decrease in accordance with the most recently published federal government Bureau of Labor Statistics indicator: Consumer Price Index for All Urban Consumers (CPI-U): U.S. City Average. The annual modifications are made using the August 2020 CPI-U as the base and any increase or decrease is rounded to the nearest $10.00.
The proposed ordinance amends the current contribution limitations in accordance with changes to the CPI-U since August 2020. Based on the August CPI-U, the new contribution limitations are $620.00 for Single-Member District candidates and $3,740.00 for Mayoral candidates.
