The applicant is proposing to subdivide the 2.356-acre property located at 1509 South Sam Houston Road into a seven-lot single-family subdivision. The proposed lots meet the requirements of the City's Subdivision Ordinance and the minimum lot size requirements of the property's R-3 Single Family Residential zoning district with the Sherwood Forest Overlay District. Under the Parkland Dedication Ordinance, a seven-lot residential development is required to provide approximately 0.13 acres of parkland or pay a fee in lieu of parkland dedication. The applicant is prepared to dedicate 0.15 acres of parkland; however, staff did not accept the proposed dedication because the ordinance states that a proposed park site less than three acres in size is not suitable unless it can be combined with other parkland. The proposed parkland was not adjacent to an existing park.
The fee in lieu for the seven-lot development is $26,332.95, based on $3,761.85 per lot. If the fee-in-lieu option is approved, the applicant would be required to pay 50% of the fee before the plat is recorded with Dallas County, with the remaining balance paid on a per-lot basis when each lot receives a building permit for construction of a single-family home. The applicant is requesting a 50 percent reduction in the fee in lieu, which would reduce the total fee to $13,166.48, or $1,880.93 per lot.
