Title
A resolution authorizing the City Manager to finalize and execute an Interlocal Agreement with the Dallas County Hospital District d/b/a Parkland Health & Hospital System for BioTel/EMS System social work and Emergency Medical Technician (EMT)/paramedic support for the Southeast Collaboration Crisis Intervention Team in the amount of $176,089.00 for Fiscal Year 2021-22.

Body
The cities of Balch Springs, Mesquite, Seagoville, and the Town of Sunnyvale were awarded a Dallas County New Directions in Public Safety grant in March 2021 for a multi-jurisdictional mental health response team to provide both proactive and reactive mental health services within the participating jurisdictions. Staffing for the new response team will be one Licensed Clinical Social Worker and one EMT/Paramedic. Parkland Health & Hospital System has extensive experience in providing multi-discipline behavioral health response team services within Dallas County. This Interlocal Agreement will allow the Southeast Collaboration to utilize that experience by contracting directly with Parkland for the professional field personnel assigned to this new team. This arrangement allows for online behavioral health and medical support for the team through the BioTel/EMS System, assistance in drafting standard operating procedures for the team responses, access to a broad network of mental health services utilized by Parkland on a daily basis, as well as patient documentation support through Parkland's EPIC electronic medical records system. Supervision of the contracted team will be through the new City of Mesquite Behavioral Health Program Manager.

Financial Implications
The Dallas County New Directions grant for the Southeast Collaboration will provide 100 percent funding for this agreement for a two-year period.
