Authorize the City Manager to finalize and execute Supplemental Agreement No. 8 to the Interlocal Agreement with STAR Transit to provide public transportation services in the estimated amount of $596,023.00 for Fiscal Year 2027.
Body
This STAR Transit Supplemental Agreement No. 8 is necessary to continue STAR Transit services for FY 2027. This is the eighth supplement to the original Interlocal Agreement that was executed on September 19, 2016. The per hour charge for STAR Transit services has increased from FY 2026 by $2.00 per hour due to cost-of-service inflationary pressures. Additionally, there is a $25,000 increase to the UberX Share budget.
The monthly cost to the City from October 2026, through September 2027, will be $49,669.00 (an increase of $3,515.00 from previous year).
Financial Implications
A combination of state grant funding from Texas Department of Transportation (TxDOT) and federal grant funding from the Federal Transit Administration (FTA) will be used to reimburse the City approximately $223,179.00, leaving a net annual cost of approximately $372,844.00 impacting the General Fund for FY 2027.
