Title

Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Binkley & Barfield, Inc. for preliminary engineering in the amount of $221,473.00 for Utility Engineering for CSJ 2374-02-162 - IH 635 at US Highway 80 Interchange.

 

Body

The Texas Department of Transportation (TxDOT) is planning the reconstruction and improvement of the interchange of IH 635 and US Highway 80.  The City of Mesquite has been advised to adjust or relocate all utilities which conflict with this project. The City owns water, wastewater and fiber optic utilities representing approximately 27,000 linear feet of utilities within the TxDOT right-of-way (ROW).

 

Binkley & Barfield, Inc., will review existing utility data in order to make recommendations for additional Subsurface Utility Engineering (SUE) services to support the future conflict analysis and relocation design of City of Mesquite water, wastewater, and fiber optic lines within the project limits (US Highway 80 from Town East Boulevard to North Belt Line Road and IH 635 from North Town East Boulevard to Gross Road). Project deliverables shall include plan and profile sheets of the existing City-owned utilities, TxDOT’s proposed paving and drainage structures, and existing features.

 

Binkley & Barfield, Inc. was selected for both water and wastewater focused projects and survey services through the City’s formal Request for Qualifications completed in February 2020, which will be used for a variety of engineering services over the next three to five years.

 

Financial Implications

This project is budgeted with Water and Sewer funds.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to execute a contract with Binkley & Barfield, Inc.
