Funding was allocated in 2020 to construct the City’s first skatepark located within the Westlake Sports Center. Because of the unique requirements of a skatepark facility, construction of the specific skatepark area will be performed by a specialty contractor through a separate contract. However, the site improvements needed to integrate the skatepark into the existing Westlake Sports Center will be performed by a General Contractor. These improvements consist of fencing, sidewalks, lighting, irrigation, and landscaping.
Bid documents were broadcast through the Periscope Holdings electronic bidding system, posted on the City’s website, and advertised in the Daily Commercial Record newspaper. Two responses were received, one was incomplete and determined to be non-responsive. The proposed price of the remaining bid far exceeded the allocated budget. Due to the price disparity, staff recommends rejecting both proposals. The project scope will be revised, pricing alternates identified to assist with controlling cost, and a new solicitation will be processed.
Financial Implications
Funding for this project is available through proceeds from the Balch Springs land sale and the 4B Mesquite Quality of Life Corporation.

Staff recommends all bids be rejected.
