Authorize the Mayor to finalize and execute an Interlocal Agreement with the Town of Sunnyvale for the operation, maintenance and coordination of traffic signals and associated data sharing.
Body
The Interlocal Cooperation Act (Texas Government Code Chapter 791) allows local governments to contract with one another for services. Since the Town of Sunnyvale has a limited number of traffic signals and no staff to maintain them, the Town desires to enter into an agreement with the City of Mesquite. Both communities have a long history of working together and have several existing agreements. The City of Mesquite will conduct routine maintenance of the identified traffic signals, including but not limited to annual cabinet cleanings, regular conflict monitor testing, replacement of malfunctioning signal heads, and other activities. Any repair or maintenance above routine maintenance will be billed directly. This may include signal pole damage due to accidents, storm damage, replacement of the controller, or other major expense items.
In addition, this agreement will allow the City to coordinate the Town of Sunnyvale signals to provide better traffic operations along shared corridors. The City of Mesquite and the Town of Sunnyvale agreement for the signal operation, maintenance, and coordination does not exceed $13,608.00 annually. The City of Mesquite shall bill the Town of Sunnyvale on a quarterly basis in the amount of $3,402.00. This agreement is for the intersections of:
* Belt Line Road at Town East Boulevard
* Belt Line Road at Gateway Retail
* Belt Line Road at Creekside Drive
Financial Implications
Town of Sunnyvale will be responsible for costs not to exceed $13,608.00 annually and will be invoiced by the City on a quarterly basis for routine maintenance and operation.
Recommended/Desired Action
Staff recommends the Mayor be authorized to finalize and execute an Interlocal Agreement with the Town of Sunnyvale.
