The Spradley Farms Improvement District of Kaufman County is a management district created for the development of the Talia Master Planned Community. Management Districts are established to oversee development of infrastructure and maintenance of the district utilizing assessment fees collected from residents within the district.
The Spradley Farms Improvement District of Kaufman County Board of Directors serve four-year staggered terms. There are currently two positions vacant on the board. The District is responsible for filling vacancies on the board and the City Council considers the recommendation of the District.
Samuel Ovalle is a Sr. Project Specialist for Atmos Energy and has worked with the company for nearly 20 years in various positions. He currently lives in Kaufman County and would fulfill the requirement of a resident of the County for the board position.
Robert Kearns is a co-founder and broker with Thornberry Land Company, specializing in investment and development land transactions. He currently resides in Dallas County and is eligible to serve in this position.
