The City issued Request for Proposals (RFP No. 2025-126) for the restoration of the Opal Lawrence House, a municipally owned property listed on the National Register of Historic Places. The work includes the removal and stabilization of lead-based exterior paint, selective roof replacement, and other preservation activities in accordance with the Secretary of the Interior’s Standards for Rehabilitation.
Concord Commercial Services, Inc., of Balch Springs, Texas, submitted the lowest responsive and responsible bid in the amount of $644,641.74. Staff recommends award of the contract to Concord Commercial Services, Inc. for the completion of the Opal Lawrence House Restoration in compliance with all lead-safe work and preservation requirements.
Financial Implications
Funding for this project is available from two sources: one-half of the project cost will be funded by the City of Mesquite from 2025 Certificates of Obligation, and the remaining one-half will be funded by Historic Mesquite, Inc. (HMI). Staff has verified that HMI has sufficient cash on hand to finance 50 percent of the project costs.

Staff recommends the City Manager be authorized to finalize and execute a contract with Concord Commercial Services, Inc.
