As the City of Mesquite continues its Non-Revenue Water (NRW) Reduction Program, Phase II, this phase will focus on enhancing system visibility, improving data integration, strengthening data-driven decision-making, and implementing effective strategies to reduce water losses and unnecessary flushing. The program will deliver a modern dashboard designed to support both daily operations and long-term strategic planning.
Following contract execution, the study is anticipated to take approximately 18 to 24 months to complete.
Financial Implications
Funding is available in the Water/Sewer Operating Budget. The dashboard will require an ongoing annual licensing fee in excess of $60,000/year.

Staff recommends the City Manager be authorized to finalize and execute a contract with Holisus, LLC, dba Holistic Utility Solutions.
