Title

Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Walter P. Moore and Associates, Inc., for the survey, engineering design and preparation of bid and construction documents for streambank erosion protection of large diameter sanitary sewer trunk mains located on South Mesquite Creek north of Faithon P. Lucas, Sr., Boulevard, in the amount of $76,000.00.

 

Body

Recently Utilities Division staff discovered severe stream bank erosion on South Mesquite Creek that had uncovered a 48-inch diameter sanitary sewer main, several hundred feet north of Faithon P. Lucas, Sr., Boulevard. At this location, there are two parallel sanitary sewer trunk mains - a 51-inch diameter line and a 48-inch diameter line. Staff contacted Walter P. Moore and Associates, Inc., an engineering firm with experience in designing stream bank erosion protection systems, and began design contract negotiations. Walter P. Moore and Associates, Inc., has successfully designed similar projects for the City at several locations.

 

Walter P. Moore and Associates, Inc., was selected through the City’s formal Request for Qualifications in February 2016 to be used for drainage focused engineering services in the next three to five years and was selected to complete this project due to their design experience with drainage and erosion protection projects.

 

Financial Implications

Funding in the amount of $300,000.00 is allocated each year in the annual Capital Improvement Plan for emergency water and sanitary sewer projects. This emergency fund has adequate reserves to fund this design contract and associated erosion protection for the large diameter sanitary sewer trunk mains.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with Walter P. Moore and Associates, Inc.
