Receive briefing regarding Texas Department of Transportation Noise Wall Program along IH-635 in Mesquite.

During the Pre-Meeting, staff will provide a briefing regarding the opportunity for Mesquite to influence the design of the end panels on the Texas Department of Transportation (TxDOT) standardized IH-635 corridor noise wall sections.
Wall sections are being constructed by TxDOT between residential uses and the highway in Mesquite to prepare for future roadway modifications. The noise walls will have a stone-like aesthetic treatment on the neighborhood side and a standard treatment developed for the IH-635 corridor facing the roadway. TxDOT is offering cities the opportunity to develop a custom design for the end panels at no cost to the City. Mesquite has 8 possible locations for custom design panels. The City may customize up to two panels at each end of a sound wall.
TxDOT requested a response from the City by January 20, 2017 to incorporate the customized end panels at no additional cost.
Recommended/Desired Action
Staff is seeking City Council’s direction on whether to pursue this opportunity, identify specific locations and select a design theme and concept which TxDOT will refine.
