Bid documents were broadcast through the BidSync electronic bidding system, posted on the City’s website and advertised in the Daily Commercial Record newspaper. The project design included construction of a 2,500-square-foot metal picnic pavilion with fireplace and an adjoining 750-square-foot office structure with an office, catering kitchenette and a bride’s room. These improvements are Phase One of a facility enhancement plan to expand the existing facilities to provide additional activities not currently being offered.
One response was received from Henneberger Construction on the two-step Request for Qualifications/Request for Proposals process. Henneberger Construction, Inc., demonstrated the expertise and technical knowledge to execute the project; however, the proposed completion date was after the required completion deadline of May 15, 2017, which conflicts with summer camp programming. In addition, the proposed price exceeded the allocated budget for the project which was $350,000.00 for Phase One.
Staff recommends rejecting the proposal, closing the current solicitation, and re-scheduling Phase One to commence after the fall camp-out in October. Staff will use the additional time to prepare construction documents for best value solicitation.
Financial Implications
This project will be funded through the Mesquite Quality of Life Corporation budget.
