Title

Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Kimley-Horn and Associates, Inc., for the survey, engineering design and preparation of bid and construction documents for reconstruction of Scyene Road from Clay-Mathis Road to Lawson Road and associated water main and drainage improvements in the amount of $546,000.00.

 

Body

The proposed contract will provide for the design of infrastructure improvements that will support development activities on vacant industrially zoned land near the Mesquite Metro Airport. These improvements include reconstruction of Scyene Road from Clay-Mathis Road to Lawson Road to support heavy truck traffic and associated water main and drainage improvements (see attachment). Staff contacted Kimley-Horn and Associates, Inc., an engineering firm with extensive experience in transportation, utility and drainage design to develop a design scope for these infrastructure improvements.

 

Kimley-Horn and Associates, Inc., was selected through the City’s formal Request for Qualifications in February 2016 to be used for transportation, utility and drainage focused engineering services in the next three to five years and was selected to complete this project due to their design experience with transportation projects.

 

Financial Implications

Funding has been allocated in the annual Capital Improvement Plan to support this design and construction project. Staff has also received a Project Specific Agreement (PSA) from Dallas County Public Works (DCPW) that commits Dallas County to $3,800,000.00 in funding for the project.

 

Recommended/Desired Action

Staff recommends award to Kimley-Horn and Associates, Inc.
