On May 19, 2014, the City Council approved Resolution No. 17-2014 supporting the submission of the Military Parkway Trail (Rodeo Center Boulevard to Sam Houston Road) Transportation Alternative Program (TAP) project for the North Central Texas Council of Governments (NCTCOG) 2014 TAP Call for Projects. The project was selected for funding under this program which includes an 80 percent reimbursement to the City for allowable costs.

 

This project consists of the construction of approximately 8,300 linear feet of 12-foot wide meandering reinforced concrete hike and bike trail within the existing 200-foot right of way of Military Parkway from Sam Houston Road to Rodeo Center Boulevard. Due to funding concerns, improvements to the existing pedestrian bridge were bid as an additive alternate.

 

Bid notices were broadcast through the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid was published in the Daily Commercial Record newspaper.  A total of six responsive bids were received.  The base bid ranged from a low bid of $1,641,398.39 from Austin Filter Systems, Inc., to a high bid of $2,378,265.60, from SEMA. The base bid plus additive alternate #1 ranged from a low bid of $2,954,637.44 from Rebcon to a high bid of $3,890,312.80 from HQS Construction.

 

The City’s design consultant has reviewed references and other qualification information submitted by the base bid low bidder and found that Austin Filter Systems, Inc., has “experience in completing this type of work in a satisfactory manner” and recommends award of base bid to Austin Filter Systems, Inc.

 

Financial Implications

The project construction budget is $1,863,497.00.  Based on the bids received, award of the base bid only will be within the project budget and award of the base bid plus additive alternate #1 will exceed the project budget by $1,327,511.00.  No additional funding is available from NCTCOG for this project; therefore, due to funding limitations, staff is recommending award of the base bid only.  Concurrence from the Texas Department of Transportation for award of the base bid only was given on February 1, 2017.  The City will be responsible for 20 percent of the contract amount ($328,279.68) and will be reimbursed the remaining 80 percent ($1,313,118.71).

 

Construction should begin late Spring 2017 with the contract duration of 371 calendar days from the notice to proceed date.
