Title: A. Title

A.                     Conduct a public hearing to consider transferring City park property to the Mesquite Independent School District (MISD) in exchange for MISD property to allow for the expansion of Hanby Elementary School.  The property to be transferred to and received by MISD is an 8.045-acre tract generally described as located north of Gross Road, west of the alley of Chappell Drive and east of Evans Park, Mesquite, Dallas County, Texas. The property to be transferred by the MISD to the City will be used as City park property.

 

B.                     Consider a resolution authorizing the exchange of property with Mesquite Independent School District (MISD) for the reconstruction of Hanby Elementary School and authorizing the Mayor to execute the Exchange Agreement with MISD for such purpose.

 

Body

The Mesquite Independent School District (MISD) is requesting an exchange of property for the Hanby Elementary School Reconstruction Project.  The property exchange will allow MISD to build a new school facility to meet growing enrollment without disrupting the school’s instructional program.  The City owns approximately 8.045 acres of land located north of Gross Road, west of the alley of Chappell Drive and east of Evans Park. This area is currently established as practice baseball fields.

 

The MISD tract to be transferred to the City is approximately 8.493 acres and is the current location of Hanby Elementary School located west of Cascade Street, east of the alley of Lee Street, and north of the alley of West Grubb Drive. This property exchange is at least an acre for an acre and will not result in any net loss of City park property.  The property to be transferred by MISD to the City will be used as City park property. 

 

City staff has reviewed a proposed site plan and is agreeable to the layout of the new school and park site.  Construction is expected to begin in 2017 with completion of the new school facility in 2018 and park improvements by 2018. 

 

The City Council has approved previous and similar exchanges of property that occurred between the City and MISD for Range Elementary on January 5, 2015, Seabourn Elementary and Florence Elementary on December 7, 2015, Tosch Elementary on August 2, 2010, Galloway Elementary School on June 19, 2006, and Rugel Elementary School on January 6, 2003. 

 

The public hearing is being held to meet the notice and hearing provisions as required in Chapter 26 of the Parks and Wildlife Code.  A notice of the public hearing was published in the Dallas Morning News on Thursday, February 9, 2017, and subsequent public hearing notices were published February 16, 2017, and February 23, 2017. 

 

Following the public hearing, staff recommends that the City Council authorize the Mayor to execute the necessary documents to exchange City park property for property owned by MISD.
