Title

Bid No. 2017-002 - 2017 Annual Landscape & Property Preservation Maintenance for Environmental Code.

(Authorize the City Manager to finalize and execute contracts with DALTEXPRO Facility Services, Weldon’s Lawn and Trees Service, LLC, and the Teter Group, Inc., in a total amount not to exceed $162,818.00.)

Name of Department

Neighborhood Services/Environmental Code

Project/Budgeted Amount

$162,818.00

Sum of Bid/Bid Amount

The proposed contract is a unit cost contract.  The final contract cost for performing all abatement services will vary, depending upon weather and other factors.  Contracted abatement costs have averaged $142,120.00 per year over the past three years with additional funds budgeted this year for the anticipated increase in submitted work orders.

Body

Bid notices were broadcast through the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper.  Six bids were received. Staff has reviewed references and other qualifications submitted by all bidders. For the purposes of comparing each proposal, the cost for each service was assigned a quantity, to evaluate overall pricing. Additionally, staff inspected the equipment from each bidder to verify that the vendor had the necessary equipment and crews in order to comply with City requirements.

The contracts with DALTEXPRO Facility Services, Weldon’s Lawn and Trees Service, LLC, and the Teter Group, Inc., will allow Environmental Code staff to submit work orders to multiple vendors throughout the fiscal year. This will provide flexibility for staff as they work to meet the City Council’s priority of improving neighborhood appearance and condition. Furthermore, the number of work orders submitted far exceed the capability of a single provider. Having three approved vendors will allow staff to ensure work is completed as requested and in a timely manner. Vendors will be assigned geographical areas and work orders submitted by staff will reflect the preassigned areas.

Financial Implications

Costs associated with work completed by the approved vendors will result in a lien on a property, plus administrative and filing fees.

Recommended/Desired Action

Staff recommends award to DALTEXPRO Facility Services, Weldon’s Lawn and Trees Service, LLC, and the Teter Group, Inc..
