Authorize the City Manager to finalize and execute a contract with Data Transfer Solutions, LLC, to prepare a pavement assessment in the amount of $129,592.00.

 

Body

The City of Mesquite has been assessing the condition of the street and alley pavement using personnel from the Streets Division to visually inspect and assess the condition of pavement in the field.  The current condition assessment process is tedious and time consuming, and results are not consistent.

 

Technology has advanced in the area of pavement assessment, which permits pavement to be photographed by cameras mounted to a van (similar to the Google vehicle) and then assessed by a technician in the office. This provides for an efficient, accurate and repeatable pavement assessment.

 

This contract will employ the new photographic and assessment technology and will result in every City street and alley (with residential rear-access) being photographed, assessed and rated. The assessment data will be in a format that can be imported into the City’s existing pavement database.

 

The City of Mesquite has executed a Master Interlocal Purchasing Agreement with the North Central Texas Council of Governments (NCTCOG) to purchase certain products and services through the North Texas SHARE program. A Request for Qualifications was solicited through the SHARE program on March 1, 2016, for pavement analysis services. NCTCOG evaluated the responses and executed a contract with four companies. Staff reviewed the four contracts and selected Data Transfer Solutions, LLC.

 

Financial Implications

Funding for this contract is available from the Residential Street bond sale. This is a bond eligible expense.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with Data Transfer Solutions, LLC.
