This project consists of replacing existing cast iron waterlines in areas with upcoming street repairs and areas identified by the Utility Division as having frequent reoccurring water main breaks. The contract is for a one-year period with two additional one-year renewal options.
Bid notices were broadcast through the BidSync electronic bidding system, sent to nine plan rooms, posted on the City's website and an Advertisement for Bid was published in the Daily Commercial Record newspaper. The original bid opening date was extended one week to allow additional time for contractors to prepare bid. A total of one responsive bid was received. Staff contacted two utility companies that have completed utility work within the City in the past year to inquire on why they did not bid. One contractor stated that there crews were at capacity with work and they did not have the ability to take on more work but the project looked good and the other contractor stated that they missed the advertisement. The low bidder was within six percent of the engineer's opinion of probable cost and all unit prices are reasonable with current construction environment.
City Staff has knowledge of contractor, has reviewed other qualification information submitted for the contractor and recommends award of base bid to Atkins Brothers Equipment Company, Inc.
Financial Implications
Funding is available for this project from the Water Main Replacement Program.
