Title
Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Binkley and Barfield, Inc., to survey, design plans and prepare construction documents for the replacement of approximately 8,600 feet of sanitary sewer mains in the amount of $286,950.00.

Body
Each year the Utilities and Engineering Divisions evaluate sanitary sewer mains to identify critical mains needing replacement due to age and/or capacity. The sewer and water mains in the neighborhoods south of New Market Road and east of Belt Line Road have been identified as areas in need of repair and replacement. A study was performed on this area in 2016 that identified a phased replacement plan. This contract with Binkley and Barfield, Inc., provides for the survey, design and preparation of construction documents for the replacement of several segments of sanitary sewer main as follows:

* Sewer Main segment north of US Highway 80 on Bahamas Drive and Flamingo Way. The existing main in this location is severely undersized and 57 years old.
* Sewer Main segments on Majors Street, Kathy Drive, Riggs Circle and a large main in Bennett Branch Creek south of Riggs Circle from South Mesquite Creek to Paza Drive. The large main is also undersized and is 64 years old. Location maps are attached to illustrate the location of these mains.

The mains will be replaced with a combination of conventional open cut trenching and trenchless pipe-bursting methods.

Binkley and Barfield, Inc., was selected through the City's formal Request for Qualifications in February 2016 to be used for a variety of engineering services in the next three to five years and was selected to complete this project due to their design experience with sanitary sewer studies and replacement projects.

Financial Implications
Funding is allocated each year in the annual Capital Improvement Plan for sanitary sewer rehabilitation projects. This fund has adequate reserves to fund this design contract ...
