Each year the Utilities Division inspects existing sanitary sewer lines to evaluate the condition of the manholes and pipe. Two sections of large-diameter sanitary sewer line have been recommended for replacement due to excessive deterioration. Design of this project has been performed by Huitt-Zollars, Inc., and will utilize a Cured-In-Place-Pipe (CIPP) rehabilitation method to line the inside of the existing reinforced concrete pipe (RCP) sanitary sewer trunk mains. Deterioration and corrosion of these mains is caused by a complex process where sulfur in the waste stream effluent is converted by bacteria into sulfide and then into sulfuric acid. Over time the sulfuric acid dissolves portions of the RCP that is above the waste flow. Therefore, the pipe wall thins and may reach the point where it can no longer support the soil load above the pipe, leading to a collapse of the pipeline with potentially severe environmental and fiscal consequences. The City is no longer allowing or using RCP for large sanitary sewer mains.

Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City's website. Due to the highly specialized nature of the project, staff expected a small selection of bidders for this project. Three responsive bids were received. Huitt-Zollars, Inc., reviewed references and other qualification information submitted by Insituform Technologies, LLC, and recommends award of the project to the low bidder, Insituform Technologies, LLC. Staff concurs with this recommendation.
