Authorize the City Manager to finalize and execute Amendment No. 4 to a contract with Brown & Gay Engineers, Inc., for additional engineering and surveying services in conjunction with the Thomasson Square Road Project - Paving, Utility & Drainage Improvements in an amount not to exceed $300,000.00.

The City Council approved the original engineering design services contract with Brown & Gay Engineers, Inc., at the January 17, 2012, City Council meeting for designing improvements to the water, sanitary sewer and drainage infrastructure in Gus Thomasson Road associated with the Thomasson Square Sustainable Development Project. The contract has previously been amended three times.
On June 5, 2017, the City Council directed staff to prepare a design change order with the following revised scope:
• Deletion of the roundabouts at Karla Drive and Moon/Whitson Drives with Gus Thomasson Road.
• Deletion of the 30 on-street parking spaces.
• Deletion of the Phase 2 lane reduction from six to four lanes.
The contract amendment provides for engineering services beyond the original contract scope. The additional services in the amendment include the redesign work per Council direction. Staff requested fees for per the phases on the attached exhibit. The consultant has proposed a project schedule that will result in revised plans and specifications being completed within 12 weeks of notice to proceed. The anticipated delay to the construction contract with Rebcon, Inc., is at least 10 weeks. Negotiations with Rebcon, Inc., regarding cost and time may not begin until the revised design is approved.
Financial Implications
The additional engineering fee for this amendment will not exceed $300,000.00 depending on Council selection of Phase 2A or 2B. The amendment will be funded from the existing project funds.
