A. Consider scheduling a special City Council meeting to be held on Thursday, June 29, 2017, at 7:00 p.m., to conduct a public hearing regarding a moratorium on applications and plans for development for permits, plats, verifications, rezonings, site plans and new or revised certificates of occupancy for truck stops and the parking of heavy load vehicles as a principle use or as an accessory use within the corporate City limits of Mesquite and consider an ordinance, on first reading, establishing the moratorium.
B. A resolution authorizing a temporary moratorium to take effect on applications and plans for development for permits, plats, verifications, rezonings, site plans and new or revised certificates of occupancy for truck stops and other development that includes the parking of heavy load vehicles as a principle use or as an accessory use within the corporate City limits of Mesquite.

This agenda item will allow the City Council to schedule a special City Council meeting to be held on Thursday, June 29, 2017, at 7:00 p.m. and to approve a resolution acknowledging a temporary moratorium on applications and plans for development for permits, plats, verifications, rezonings, site plans and new or revised certificates of occupancy for truck stops and the parking of heavy load vehicles as a principle use or as an accessory use within the corporate City limits of Mesquite.
A temporary moratorium provides a short period for the City Council to conduct requisite public hearings and issue written findings to justify imposition of a moratorium. During that time, the Staff is authorized to reject applications and other forms of submittal for approval of truck stops and truck-related uses. Should the City Council adopt a moratorium on July 3, 2017, Staff will have up to ninety days to prepare additional development requirements for truck stops and the parking of heavy load vehicles within the city limits.
